The card never became the default in Pakistan

Pakistan is a market of well over two hundred million people where the card has never been the default way to pay for anything. Debit cards exist and are widely issued against bank accounts, but they are used overwhelmingly to pull cash out of an ATM rather than to pay a merchant online. Credit card penetration sits in the low single digits of the adult population.

Why there is no conventional gateway to choose

Operators entering Pakistan are not choosing between a conventional gateway and a local one. There is no conventional option to choose. Stripe does not operate locally. PayPal has no consumer presence. International card acquirers that will quote you a Pakistan MID are rare, expensive, and quick to terminate anything that looks like gaming or leveraged trading.

Even where a card route exists, domestic issuers decline a high share of cross-border transactions on merchant category alone. The rupee has depreciated heavily over recent years and the State Bank runs an active foreign exchange control regime: outbound remittance is documented, categorised and subject to approval, and there have been extended periods where import and outbound payment approvals were rationed outright.

In practice, money is straightforward to collect inside Pakistan and genuinely awkward to move out of it through the banking system.
